〔中央社〕美國強硬派退休移民官員霍曼將重返川普新政府,主管邊境事務。他今天說,將會突襲工作場所,逮捕非法移民。他在川普上個任期執行拆散數千移民孩童與家庭的「零容忍政策」引發極大爭議。

美國總統當選人川普11日凌晨在社群貼文宣布,將任命曾任「移民暨海關執法局」(ICE)前代理局長的霍曼(Tom Homan)為「邊境沙皇」,主管邊境事務。

川普沒有說明霍曼的明確職位。政治新聞網站Politico等媒體報導,霍曼將擔任白宮官員,因此他的人事案不需經過參議院審查同意。

霍曼今天接受福斯新聞(Fox News)訪問。關於如何執行川普(Donald Trump)提出「大規模」遣返無證移民的選舉承諾,他說,突襲「工作場所」勢在必行,因為這樣能找到大多數性販運、強迫勞動的受害者。

外界已預料,62歲的霍曼將回鍋川普新政府。川普2017年1月上任後,霍曼擔任「移民暨海關執法局」代理局長,川普當年11月提名他為局長,但國土安全部遲未將霍曼的資料交給參議院進行審查。隔年6月,霍曼宣布退休。

當時民主黨掌參議院多數,10多名民主黨參議員在2018年4月發表公開信,呼籲國土安全部儘速提交霍曼的審查資料。他們批川普政府一方面執行多項恐有違法疑慮的移民政策,一方面拖延參議院對霍曼的審查,是為逃避國會監督。

當時最受爭議的政策之一,是拆散非法穿越美墨邊境家庭的小孩、和父母或其他成年人,以便可以對這些成年人進行刑事起訴,並立即將他們監禁,當時被稱為「零容忍政策」。在輿論強烈反對下,川普政府在2018年6月終止這個做法。

美聯社日前報導,美國總統拜登(Joe Biden)2021年上任後,成立專責小組幫助這些被拆散的家庭團圓。當時有5000多名孩童被迫與家人分離,至今還不確定其中1400多名孩童是否已與家人團聚。許多人仍還沒取得身分,都很擔心被遣返。

霍曼今年7月在共和黨全代會演說時,以強硬的語氣說,他畢生花34年的時間遣返非法移民。對於在拜登政府放任下非法進入美國的移民,他要告訴他們:「你現在最好開始打包,沒錯,因為你要回家了。」

華爾街日報(The Wall Street Journal)8日報導,川普指出非法移民人數有約2000萬。川普陣營在投票前數個月,就已開始研擬大規模遣返計畫,將以130萬申請庇護遭法院拒絕、及有犯罪紀錄或被起訴者為優先對象。

川普上個任期也承諾要遣返數百萬無證移民,最後因預算、法律、輿論壓力等因素,而沒有實現。華爾街日報說,川普的幕僚思考,川普上任首日可以發布國家緊急狀態宣言,方便將軍事基地作為遣返移民的拘留所、以軍機遣返移民。

報導指出,另一迫切問題是經費來源,根據自由派移民團體、美國移民事務理事會(American Immigration Council)估計,遣返全數無證移民需要10年的時間,每年需要約880億美元(約新台幣2兆8505億元)。

霍曼自2018年退休後,擔任福斯新聞的分析評論員。他今天在福斯新聞訪問中說,很榮幸成為川普新政府的「邊境沙皇」,邊境與無證移民議題是美國的「國安危機」,他多年來在福斯新聞抱怨拜登政府的作為,每天早上起床都對拜登政府把邊境搞成這樣感到憤怒,他將回到政府,解決這個問題。

Thomas Douglas Homan[3] is an American former police officer, immigration official, and political commentator who served during the Obama administration, and will have served in both Trump administrations. He served as acting director of the U.S. Immigration and Customs Enforcement (ICE) from January 30, 2017, to June 29, 2018.[4] Homan advocates deportation of illegal immigrants and opposes sanctuary city policies. Within the Trump administration, he was among the most strident proponents of separating children from their parents as a means of deterring illegal entry into the country and curbing human trafficking.[5] After 2018, he began contributing to Fox News as a commentator.[6]

In November 2024, Trump announced that Homan will serve as "border czar" during his second presidency.[7]

Career

Homan was born in West Carthage, New York. He holds an associate degree in criminal justice from Jefferson Community College and a bachelor's degree from SUNY Polytechnic Institute.[8] He was then a police officer in West Carthage.[9]

Homan joined what was then called the Immigration and Naturalization Service in 1984, serving as a Border Patrol agent, investigator, and supervisor. He was appointed by President Barack Obama as Immigration and Customs Enforcement’s executive associate director of enforcement and removal operations in 2013.[9]

By 2014, Homan had begun to argue that separating children from their caregivers would be an effective means of discouraging illegal border crossings. The journalist Caitlin Dickerson describes him as the "intellectual father" of the policy, which he outlined years before it was adopted by the Trump administration. “Most parents don’t want to be separated,” Homan told Dickerson. He argued that this fact made separation an effective tool for immigration enforcement: “I’d be lying to you if I didn’t think that would have an effect.”[5]

In 2015, President Obama gave him a Presidential Rank Award as a Distinguished Executive. A Washington Post article at the time stated, "Thomas Homan deports people. And he's really good at it."[10][11]

Acting director of ICE (2017–2018)

On January 30, 2017, President Donald Trump demoted acting Immigration and Customs Enforcement director Daniel Ragsdale to deputy director, a position he already held, and appointed Homan as acting director.[12][13][14][15][16]

In May 2017, Homan announced ICE had arrested 41,319 people between Inauguration Day and the end of April, a 38% increase from the same period the year before.[17] The following month, Homan said that illegal immigrants "should be afraid."[18] He has denied saying "aliens commit more crimes than US citizens".[19]

On November 14, 2017, Trump nominated Homan for ICE Director.[20]

In February 2018, Homan said that politicians who support sanctuary city policies should be charged with crimes.[21] In April 2018, he and Kevin McAleenan formally advised Secretary of Homeland Security Kirstjen Nielsen to implement the Trump administration's "zero tolerance" policy on immigration, including the prosecution of parents and the separation of children from their families. Homan participated in the May 2018 press conference announcing that the policy was going into effect.[5] On June 5, 2018, Homan appeared for a discussion with the Policy Director of the Center for Immigration Studies, where he defended the separation of children from their parents.[22][23]

Homan retired from his position as acting ICE Director in June 2018.[24]

Post-government (2019–2024)

In July 2019, Homan testified before the House Oversight Committee regarding the Trump administration's family separation policy.[25] He declared that a third of all women who cross the border get raped, and that turning a blind eye to the border would result in an increase of child mortality. He also recounted his experiences which motivated him to become tough on immigration, "So I get there, I’m walking around in the back of a tractor-trailer with 19 dead aliens at my feet, including a five-year-old little boy who suffocated in the back of that tractor-trailer. And I had a five year old at the time. I didn’t sleep for three days."[26]

On February 25, 2022, Homan was slated as a keynote speaker for the America First Political Action Conference held near Orlando, Florida, but left before the conference began after he learned that the founder Nick Fuentes had praised Putin for the Invasion of Ukraine.[27]

Homan joined the Heritage Foundation in February 2022 and became a contributor to its Project 2025, which proposes mass arrests, detentions and deportations of undocumented immigrants across the nation.[28][29][30] The proposal mirrors Trump's plans for a second term.[31]

At a July 2024 National Conservatism Conference meeting, Homan said if "Trump comes back in January, I'll be on his heels coming back, and I will run the biggest deportation force this country has ever seen. They ain't seen shit yet. Wait until 2025."[32] During a campaign rally the next day, Trump signaled he would bring Homan back for a second Trump administration.[33][better source needed] On July 17 at the 2024 Republican National Convention, Homan called Biden's immigration policies "national suicide" and told "millions of illegal aliens" to "start packing".[34]

Second Trump administration

President-elect Trump announced on November 10, 2024, that Homan will be joining the incoming administration as the "border czar" position,[35] writing that "Homan will be in charge of all deportation of illegal aliens back to their country of origin."[36] Homan plans on using the Alien and Sedition Acts of 1798.[37]
