Andrés Filomeno Mendoza Celis (México, 1947) es un asesino en serie mexicano. Actualmente se encuentra bajo investigación al ser el probable responsable de un número inexacto de feminicidios, y fue capturado en el Estado de México.
En 2015 trabajó como presidente del consejo de participación ciudadana de su colonia durante la administración de la política y en ese entonces presidenta municipal, Ana María Balderas Trejo.6 La información sobre esta afiliación no puede ser consultada dentro del portal ipomex (Información Pública de Oficio de los Sujetos Obligados del Estado de México y Municipios), pero puede corroborarse en un archivo PDF de la página.7 También se desempeñó como carnicero por varios años trabajando en un rastro de preparación de carne para consumo humano en Tlalnepantla,8 siendo esta una de las razones por las cuales sabía diseccionar y cortar los cuerpos de sus víctimas.9

El sábado 15 de mayo de 2021,10 Andrés Mendoza fue arrestado en Atizapán de Zaragoza, Estado de México, cuando se le encontrara con el cadáver descuartizado sobre una mesa de una mujer de 34 años de edad primeramente identificada como Reyna «N» pero cuyo nombre real era Reyna González Amador y había sido reportada como desaparecida el día 14 del mismo mes.101112 Se presumía que Amador era su pareja sentimental, pero esto no fue verdad, pues estaba casada y fue su esposo, Bruno Ángel Portillo, quien encontrara su cuerpo al entrar a la fuerza a la casa del hombre ubicada en la colonia Lomas de San Miguel.41314 Además, dentro del lugar se encontraron credenciales del INE,15 ropa, zapatos, maquillaje, y bolsas de varias mujeres,16 así como grabaciones en casetes cometiendo los asesinatos,16 y una libreta con una lista de varios nombres de mujeres, siendo estas sus posibles víctimas.17 También conservava cabello y rostros desollados.18 Enterraba, o dicho por él, se comía a las mujeres que asesinaba18 habiendo hecho estos crímenes por años.101920
Fue llevado al penal de Tlalnepantla.16 De acuerdo a algunas declaraciones de sus vecinos, el hombre no soportaba el desprecio y desinterés que recibía por parte de mujeres jóvenes,1 mientras que otros lo describieron como «tranquilo, y que no molestaba a las mujeres».2 Se le vinculó a proceso en el penal de barrientos.5 En palabras de Mendoza, expresó lo siguiente durante su primera audiencia:
«No niego, me culpo yo también. Yo lo único que quiero es decir la verdad. Lo hecho pues ya está. Ni modo. Ahí está el esposo: él vio. Uno no sabe las consecuencias que pudo suceder».21
De acuerdo a la declaración ministerial, el hombre confesó que a excepción de Reyna, conoció a todas sus víctimas en bares ubicados en Tlalnepantla, quienes trabajaban en ellos y el los frecuentaba. Ahí convivía con ellas para después invitarlas a su casa con la intención de que tuvieran sexo.9 En casi todos los casos consumían bebidas alcohólicas, y luego las asesinaba acuchillándolas.9
Reyna González Amador: mujer de 34 años de edad casada y madre de dos hijas desaparecida el viernes 14 de mayo de 2021.22 Trabajaba en un local donde vendía celulares y se había quedado de ver con su esposo para trasladarse al centro de la Ciudad de México y comprar mercancía, pero antes pasaría a casa de Andrés Mendoza. El hombre obtuvo la confianza de la mujer cuando poco a poco le llevaba celulares para que los reparara, así como ofreciéndose para ayudarle a hacer ciertos trabajos.22 Su esposo era policía y fue él quien encontrara el cuerpo descuartizado de su esposa al entrar a la fuerza al domicilio de Mendoza.2223
Flor Ninive Vizcaíno Mejía: mujer de 38 años de edad y madre soltera de dos hijas que dejó en orfandad.2324 Originaria del Estado de México, trabajaba como hostess (profesión del sector de la hostelería y la gastronomía que se encarga de dar la bienvenida al cliente) en Tlalnepantla,23 desapareció el 16 de octubre de 2016 y fue vista por última vez en esa ciudad.232425
Rubicela Gallegos Castillo: mujer de 32 años de edad y madre soltera de un niño.2326 Originaria de Monterrey, Nuevo León, se mudó al Estado de México en busca de una mejor vida para su hijo, trabajaba como repartidora de Uber Eats en Tlalnepantla.2326 Desapareció el 20 de julio de 2019 y fue vista por última vez en un restaurante.323
Norma Jiménez Carreón: desapareció el 6 de agosto de 2011 en Tlalnepantla.27
Berenice Sánchez Olvera: mujer con alrededor de 20 años de edad que trabajaba en un bar llamado «El Marinero».28
Alyn y Gardenia: dos mujeres que conoció en un bar llamado «El Barrigón» que cortejó pero ambas lo rechazaron para tener una relación amorosa con él, no existe una ficha para identificar a ninguna de las dos.28

A Mexican man who shocked cops are calling a monster is accused of peeling off the faces and scalps of his female victims before eating them.
And all while he recorded the macabre spectacle.
Andres Mendoza, 72, is suspected in the horrific murders of at least nine women during a two-decade rampage.
He was arrested last weekend after cops found the dismembered corpse of his current girlfriend, mother-of-two Reyna Gonzalez. The 34-year-old had been reported missing the day before.
Pals told detectives that she was going to Mendoza’s home to call it quits.
Police believe the enraged Mendoza drove a knife into her chest before using a machete to hack off her limbs. When investigators arrived, they discovered bags containing Gonzalez’s body parts.
And sniffer dogs also helped them discover bags containing the remains of other women beneath the home’s floorboards.
Trophies such as shoes, clothing and voter identification cards belonging to two missing women were also found.

One of the alleged victims is Rubicela Castillo, 32, who was reported missing July 20, 2019, and Flor Vizcaino, 38, last seen Oct. 16, 2016.
In addition, officers seized video tapes reportedly labelled with the names of several women.
According to InfoBae, the videos contained footage of the slayings along with a notebook listing the names of 29 women.

Imagen Television Mexico reported that Mendoza confessed to eating his victims’ body parts and recorded them on video.
However, detectives remained tight-lipped on the real-life horror show they had unearthed. They would not confirm if the body parts of Gonzalez had been eaten.
So far, Mendoza is only accused of murdering his girlfriend.
Lead prosecutor Dilcya García said his investigators believe they are dealing with a “serial” killer.
An elderly Mexican man suspected of being a serial killer has confessed to the murders of seven women, telling a court he ate some of their body parts — and skinned his last victim’s face because she was “pretty,” according to a report.
Andrés Mendoza, 72, made the revolting revelation during a hearing on Thursday, when he was charged with the murder of 34-year-old Reyna González, The Daily Mail reported.
“I removed the skin from her face because she was very pretty,” Mendoza admitted in court, according to the report.
He also reportedly confessed to killing six other women since 2001, and eating some of their body parts.
But officials suspect that Mendoza, a former butcher, could be responsible for as many as 20 murders, the outlet said.

“All I want to do is tell the truth,” Mendoza reportedly claimed in court.
He was arrested last week after González, the wife of a local cop, went missing.
She had planned to meet Mendoza — a family acquaintance — to shop for cellphone parts for the business she ran, the Mail reported, citing Spanish language outlet Infobae.
But when González didn’t return, her husband, Officer Bruno Portillo, went to Mendoza’s home, slum dwelling outside Mexico City.
Portillo wasn’t allowed inside and returned with other cops, Spanish outlet Milenio reported, according to the Mail.

Officers reportedly used jackhammers to tear up a concrete floor, and discovered a bloody table with González’s hacked-up body in a shallow basement.
“What has been done is done. The husband is there, he saw everything,” Mendoza reportedly claimed in court.
Police also found the body parts of nine other women, as well as video recordings of the killings and other evidence — including a notebook with the names of 29 women, according to the report.
Mendoza told court officials that he began meeting his victims at bars 20 years ago — and killed them when they rebuffed his romantic overtures, according to the Mail.
“This person is a psychopath because he does not feel regret, so much so that he tells the Public Ministry, in the presence of a defense attorney , the circumstances of how it happened, (as well as) the other events of the other people he has murdered,” lawyer Sergio Baltazar, who represents González’s family, reportedly said.

A neighbor of Mendoza told the outlet he was always leering at young women.
“They said that they did not trust him because he always looked at them and other young and pretty women strangely. Besides that he was always drunk,” he said.
